从成渝铁路修筑史探析邓小平主政西南时期交通建设思想

新中国成立初期,邓小平作为中共中央西南局第一书记主政大西南,把发展交通作为经营和建设西南的“先手棋”。他以实现四川人民的铁路梦想为初衷,以改善西南人民的经济生活为目的,率先提出建设成渝铁路的计划,并始终坚持以民为本、服务人民,做到尊重科学、重用人才,亲力亲为推进成渝铁路的修建工作,卓有成效地推动了西南地区经济恢复和社会进步。以成渝铁路修筑为代表的交通建设实践,集中体现了邓小平主政西南时期交通建设的基本思想,并突显出首要性、战略性、人民性和科学性的主要特点。在全面建设社会主义现代化国家新征程中,邓小平主政西南时期的交通思想对于建设人民满意、保障有力、世界前列的交通强国仍具有重要的启示意义。

During the early days after the founding of the People's Republic of China,Deng Xiaoping,as the first secretary of the Southwest Bureau of the CPC Central Committee,presided over the Southwest,and took the development of transportation as priority in the governance and construction of the area.With the original intention of realizing the railway dream of the people of Sichuan and the purpose of improving local people’s living,he put forward the plan for the Chengdu-Chongqing Railway.He,staying true to the people-centered philosophy,respected science and talents,and personally promoted the construction of the Chengdu-Chongqing Railway,effectively promoting local recovery and development economically and socially.The transporta-tion construction practice,represented by the case of Chengdu-Chongqing Railway,embodies the basic thought on transportation construction when Deng Xiaoping held office in Southwest China,and highlights the main characteristics of primacy,strategy,people-centered philosophy and science-based manner.In the new journey to build a socialist modern country in an all-round way,Deng Xiaoping's transportation thought is still enlightening for building China’s strength in transportation with people's sat-isfaction,powerful security and the leading position worldwide.
