以自贸试验区为引领深化中俄经贸合作

Countermeasures and Suggestions for Deepening China-Russia Economic and Trade Cooperation Led by Pilot Free Trade Zone

在当今国际局势复杂动荡、中俄经贸合作迎来新局面的背景下,自贸试验区建设十年以来的创新成果和其自身政策优势为深化中俄经贸合作提供了机遇。只有充分辨识黑龙江自贸试验区与俄罗斯经贸合作现状,才能发现自贸试验区引领深化中俄经贸合作中国家层面协调不足、制度创新力度不强、规则衔接有待提升、产业结构单一、高新人才流失等问题。为此,应通过两国高层协调、创新新机制、培育新业态、对接新规则、增强协作力、构建产业链、形成人才库、促贸易发展,引领深化中俄经贸合作,实现高水平对外开放,探索打造沿边合作新示范。

Against the backdrop of the complicated and turbulent international situation and the new situation of China-Russia economic and trade cooperation,the innovative achievements and policy advantages of the construction of the pilot free trade zone over the past ten years have provided opportunities for deepening China-Russia economic and trade cooperation.Only by fully recognizing the current conditions of economic and trade cooperation between Heilongjiang Pilot Free Trade Zone and Russia can we find that the pilot free trade zone leads to deepen China-Russia economic and trade cooperation with insufficient coordination at the national level,weak system innovation,the connection of rules to be improved,a single industrial structure,and the loss of high-tech talents.In this regard,the two countries should lead and deepen China-Russia economic and trade cooperation through high-level interactions between the two countries,innovating of new mechanisms,cultivating of new industries,having synergy with new rules,strengthening collaboration,building industrial chain,and forming talent pools to promote trade development,pursue opening-up at higher level,and explore a new demonstration of border cooperation.
