教材使用治理现代化的逻辑理路及其推进路径

摘要 教材使用治理是各治理主体以“善治”为目标,运用治理思维,按照相应制度开展合理行动,共同参与教材使用决策制定的持续行动过程。教材使用治理现代化是新时代教材使用治理的应然追求,也是推进教材治理现代化的重要支撑,更是实现教育治理现代化的内在要求。治理法治化、民主化、科学化是教材使用治理现代化的核心要义,它遵循从行政管理思维到法制治理思维的认知逻辑,从单一管理体制到多元治理体制的发展逻辑,从结果管理取向到过程治理取向的生成逻辑。教材使用治理现代化的推进要健全治理制度建设,以良法促善治;划分治理主体权责,以共治促善治;加强治理过程监督,以评价促善治。 The governance of the use of teaching materials is a continuous action process in which all governance entities take“good governance”as the goal,use governance thinking,carry out reasonable actions in accordance with the corresponding system,and jointly participate in the decision-making of the use of teaching materials.The modernization of teachig materials use governance is not only the natural pursuit of teachig materials use governance in the new era,but also an important support for promoting the modernization of teachig materials governance,and it is also an inherent requirement for realizing the modernization of educational governance.The rule of law,democratization and scientification of governance are the core essence of the modernization of the use of teaching materials,which follows the cognitive logic from administrative management thinking to legal governance thinking,the development logic from a single management system to a pluralistic governance system,and the generation logic from the result management orientation to the process governance orientation.To promote the modernization of the use of teaching materials,it is necessary to improve the construction of governance systems and promote good governance with good laws;delineate the powers and responsibilities of governance entities to promote good governance through co-governance;strengthen the supervision of the governance process to promote good governance through evaluation.
