数字新基建、产业结构升级与经济高质量增长

Digital New Infrastructure,Industrial Structure Upgrading and High-quality Economic Growth

选取2011—2021年中国30个省级面板数据,构建固定效应模型和中介效应模型,实证检验数字新基建对经济高质量增长的影响效应及作用机制。研究结果表明,数字新基建能够显著促进经济高质量增长。从数字新基建的子维度来看,信息基建和创新基建对经济高质量增长的影响较为显著,融合基建的促进作用不明显。机制检验结果显示,数字新基建通过推动产业结构升级促进经济高质量增长。异质性检验发现,数字新基建对东部、中部地区经济高质量增长的促进作用较为显著,对西部地区的影响不明显。据此,提出加强信息技术融合应用、深入推行“链长制”政策、实施差异化基建部署方案,以期为经济高质量增长提供实践指引。

Based on the panel data of 30 provinces from 2011 to 2021,a fixed effect model and a mediating effect model are constructed to empirically test the impact and mechanism of digital new infrastructure on high-quality economic growth.The results show that digital new infrastructure can significantly promote high-quality economic growth.From the perspective of the sub-dimension of dig-ital new infrastructure,information infrastructure and innovation infrastructure have a significant impact on high-quality economic growth,while the promotion effect of integration infrastructure is not obvious.The mechanism test results show that digital new infrastructure pro-motes high-quality economic growth by promoting industrial structure upgrading.The heterogeneity test shows that digital new infrastruc-ture has a significant role in promoting high-quality economic growth in the eastern and central regions,but has no obvious impact on the western region.Based on this,it is proposed to strengthen the integration and application of information technology,further implement the policy of"chain length system",and implement a differentiated infrastructure deployment plan,in order to provide practical guidance for high-quality economic growth.
