加快右江灌区体制深化改革的探讨

Discussion on accelerating system reform deepening in Youjiang Irrigation Zone

针对当前大型灌区水利工程管理中普遍存在的责权不清、管理不善、灌溉效益下降的状况,以百色市右江灌区为例,从加快水利工程维修养护、现代化建设、事企分离、农业灌溉水费征收、人员编制结构、公益属性定性、“两项经费”等方面,提出了灌区深化改革的对策和建议,以提升大型灌区工程管理活力,建立健全长效运行管理机制,推动大型灌区工程和管理的良性可持续发展,充分发挥大型灌区的经济效益和社会效益。

In view of the common problems of current large-scale irrigation zone management such as unclear re⁃sponsibilities and rights,poor management and declining irrigation benefits,taking Youjiang Irrigation Zone in Baise City as example,countermeasures and suggestions are put forward for deepening the reform in irrigation zone from the aspects of accelerating repair and maintenance of water conservancy works,modernization construction,separation of institution and enterprise,collection of agricultural irrigation water fees,staffing structure,public wel⁃fare attribute,two funds etc.,aiming to upgrade the management vitality,establish and improve a long-term opera⁃tion management mechanism,promote the healthy and sustainable development of large-scale irrigation zone proj⁃ect and management,give full play to the economic and social benefits of large-scale irrigation zone.
