对完善水库移民监督管理工作的几点思考

Reflections on improving the supervision and management of reservoir resettlement

探讨了《移民条例》等水库移民政策监督管理内容的指导作用。总结当前水库移民监督管理的经验,分析存在的问题及成因。从移民安置、后扶工作实际出发,分析水库移民监督管理面临的新形势、新任务和新要求,进一步厘清中央和地方、地方各级政府和项目法人等各方的监督管理责任,界定稽察、审计、监督评估、绩效评估等监管方式的主要任务、工作权限和职责划分,构建统一、协调的工作机制,提出各方加强监督的管理内容和措施建议。

The authors explore the guiding role of reservoir resettlement supervision and management policy such as the"Resettlement Regulations",summarize the present experience in current reservoir resettlement supervision and management,analyze the existing problems and causes,analyze the new situation,new tasks and new require⁃ments faced by reservoir resettlement supervision and management from the actual situation of resettlement and sup⁃port work,further clear the responsibilities of central and local governments at all levels as well as the project legal persons,define the main tasks,work permissions and responsibilities of various supervision modes such as inspec⁃tion,audit,supervision and evaluation,and performance evaluation.A unified and coordinated work mechanism should be established.Management contents and measures for strengthening supervision and management by all parties are proposed.
