新发展格局下黑龙江省数字经济政策量化评价研究——基于PMC指数模型

Research on Quantitative Evaluation of Digital Economy Policies in Heilongjiang Province under the New Development Pattern--Based on PMC Index Model

数字经济成为推动经济高质量发展的重要引擎,而数字经济发展需要有效政策体系支撑。以2019、2021、2022年黑龙江省数字经济政策为研究对象,通过文本挖掘、PMC指数分析的方法,对黑龙江省数字经济政策进行量化分析,从而确定政策评价等级。结果显示,六项政策中两项为完美,三项为优秀,一项为可接受,结论说明黑龙江省数字经济政策设计较为合理。为更好地促进政策落地执行,就政策中长期规划,保障制度方面,提出建议。

The digital economy has become an important engine to promote the high-quality development of the economy,and the development of the digital economy needs to be supported by an effective policy system.Taking the digital economy policies of Heilongjiang Province in 2019,2021 and 2022 as the research object,the digital economy policies of Heilongjiang Province are quantitatively analysed through the methods of text mining and PMC index analysis,so as to determine the policy evaluation level.The results show that two of the six policies are perfect,three are excellent,and one is acceptable,which indicates that the digital economy policies of Heilongjiang Province are relatively reasonable in design.In order to better promote the implementation of the policy,we put forward suggestions on the medium and long term planning of the policy and the guarantee system.
