Seven Technical Difficulties of Community Self-Governance in China

现代社会治理体系是国家正式治理与基层社会自治的有机统一。当前,中国基层社会自治面临七个技术性难题,分别是村民自治的效率难题、居民自治的权威难题、群众自治的薪酬难题、社区自治的成员难题、生活自治的合作难题、乡村治理的激励难题和城乡治理的统一难题。这些难题并非基层社会自治本质的或固有的缺陷,而是基层社会自治的实现形式难以跟上经济社会发展进程所引发的结果,完全可以通过技术性调整加以解决或改进。

The modern social governance system is the organic unity of state formal governance and community self-governance.At present,China's community self-governance is faced with seven technical problems,namely,the efficiency problem of villagersself-governance,the authority problem of residentsself-governance,the salary problem of mass self-governance,the member problem of community self-governance,the cooperation problem of life self-governance,the incentive problem of rural governance and the unity problem of urban and rural governance.These problems are not the essential or inherent defects of social self-governance at the community,but the result of the difficulty of realizing social self-governance at the community to keep up with the process of economic and social development,and can be solved or improved by technical adjustment.
