全球公民教育的困惑、反思与超越——基于人类命运共同体视角

The Confusion,Reflection and Transcendence of Global Citizenship Education——Based on the Perspective of a Human Community with a Shared Future

摘要 全球公民教育是20世纪末以来全球教育改革的一个重要命题。联合国教科文组织于2015年发布的《全球公民教育:主题与学习目标》将全球公民教育的目标定义为培养学习者必备的知识、技能、价值观和态度,使他们能够为创造一个更包容、更公正、更和平的世界作出贡献。然而,作为复数概念的全球公民教育仍陷于竞争能力与合作意识的内涵困惑、国家公民与全球公民的身份困惑、全球化与逆全球化的时代困惑三重困惑之中,其理论与实践始终难以得到全球范围内的推广。人类命运共同体具有和而不同、求同存异的方法论,命运自主、命运与共的本体论,以及人类整体论的世界观。从人类命运共同体视角反思全球公民教育,可以重塑后疫情时代全球公民教育的价值向度,以“互利共赢”引领全球教育,以“人类”超越公民身份,以“共享未来”推进全球可持续发展。 Global Citizenship Education(GCED)has been an important proposition in global education reform since the end of the 20th century.UNESCO's 2015"Global Citizenship Education:Topics and Learning Objectives"defines the aim of GCED as building the knowledge,skills,values and attitudes that learners need to be able to contribute to a more inclusive,just and peaceful world.However,Global Citizenship Education is currently trapped in the triple confusions of the connotation confusion between skill of competition and sense of cooperation,the identity confusion between national citizenship and global citizenship,and the confusion of the era between globalization and anti-globalization,its theory and practice have always been difficult to promote on a global scale.Reflecting on Global Citizenship Education from the perspective of a human community with a shared future,including the methodology of seeking common ground while reserving differences,the ontology of taking control of one's own future and shared future,and the worldview of humankind holism,can reshape the value dimension of Global Citizenship Education in the post-pandemic era,lead global education with"mutual benefit and win-win",surpass citizenship with"humankind",and promote global sustainable development with"a shared future".
