The open innovation ecosystem integrating industry,academia,research and entrepreneurship has become a key breakthrough in solving complex social problems.European Consortium of Innovative Universities has formed a four-helix open innovation ecosystem with universities as the center and enterprises,governments and users as key participants,promoting knowledge creation and value innovation through the interaction of education communities,research communities and innovation communities.The characteristics of European Consortium of Innovative Universities open innovation ecosystem mainly include an open community based on cutting-edge technology,value co-creation based on open innovation,collaborative co-performance based on competition and symbiosis,and non-contract governance based on resource allocation.
