长江经济带环境规制与生态效率空间效应——产业结构的中介作用

Environmental Regulation and Spatial Effect of Ecological Efficiency in the Yangtze River Economic Belt:The Mediating Effect of Industrial Structure

为考察空间视角下环境规制、产业结构调整与生态效率的关系,本文基于2002—2020年长江经济带11个省市面板数据,建立非期望产出SBM(slacks-based measurement)模型、空间相关性模型SDM(spatial dubin model),分析了生态效率的空间分布及空间集聚情况,并基于空间视角,构建空间计量模型分析环境规制、产业结构调整及其交互项对生态效率的空间效应。结果表明:2002—2020年长江经济带生态效率呈U型变化趋势,下游生态效率高于全域平均水平,上游和中游则低于全域平均水平。生态效率存在空间集聚效应,呈现空间正相关性。环境规制对本地区生态效率有显著促进作用,产业结构高级化对本地和邻近地区生态效率都有显著促进作用,产业结构高级化对环境规制影响本地和邻近地区生态效率都存在显著负向调节作用。

In order to investigate the relationship between environmental regulation,industrial structure adjustment and ecological efficiency from a spatial perspective,this paper established an undesired output slacks-based measurement model and spatial corre⁃lation model to analyze spatial distribution and agglomeration of ecological efficiency based on the panel data of 11 provinces and cities in the Yangtze River Economic Belt from 2002 to 2020.Based on the spatial perspective,a spatial measurement model is constructed to analyze the spatial effects of environmental regulation,industrial structure adjustment and interaction items on eco⁃logical efficiency.The results show that:From 2002 to 2020,the ecological efficiency of the Yangtze River Economic Belt exhibited a U-shaped change trend.The downstream ecological efficiency was higher than that of the whole basin,while the upstream and middle reaches were lower.There is a spatial agglomeration effect on ecological efficiency,showing a positive spatial correlation.Environmental regulation has a significant promotion effect on the local eco-efficiency.Advanced industrial structure has a signifi⁃cant promotion effect on the ecological efficiency of local and neighboring areas,while has a significant negative adjustment effect for the environmental regulation to impact the ecological efficiency of local and neighboring areas.
