重庆农村人居环境整治的成效、问题及对策

Effectiveness,Problems and Countermeasures of Rural Living Environment Improvement in Chongqing

农村人居环境整治是实施乡村振兴战略的重要任务,关系广大农民群众的健康福祉。近年来,重庆深入贯彻习近平生态文明思想和关于乡村建设重要论述精神,继续推进农村人居环境整治三年行动和农村人居环境整治提升五年行动,农村人居环境得到显著改善,重庆农村人居环境质量优于全国总体水平。但与农民群众的期盼及全国农村人居环境整治先进地区相比较,重庆农村人居环境整治还存在供需不匹配、投资主体单一、农民参与积极性有待提升、监测评价体系不健全等短板弱项。对此,文章建议从强化需求导向、拓展筹资渠道、增强农民参与积极性、完善监测评价体系等方面完善相关政策举措。

Improving the rural living environment is an important task in implementing the rural revitalization strategy,which is related to the health and well-being of the vast number of farmers.In recent years,Chongqing has deeply implemented the spirit of Xi Jinping thought on ecological civilization and important expositions on rural construction,and successively promoted the threeyear action of improving the rural living environment and the five-year action of improving the rural living environment,significantly improved the rural living environment,and the quality of the rural living environment in Chongqing is better than the overall level of the whole country.However,compared with the expectations of the peasant masses and the advanced areas of rural human settle⁃ment environment improvement in the country,Chongqing’s rural human settlement environment improvement still has shortcom⁃ings such as mismatch between supply and demand,single investment subject,insufficient enthusiams of farmers,and imperfect monitoring and evaluation system.This paper suggests improving relevant policy measures from the aspects of strengthening de⁃mand orientation,expanding financing channels,enhancing farmers’enthusiasm for participation,and improving the monitoring and evaluation system.
