地方政府债务风险管理研究:现状对比、经验借鉴与启示建议

Research on Local Government Debt Risk Management:Status Comparison,Experience Reference,and Inspirations

近年来,随着积极的财政政策持续发力,我国地方债务增量、提速、扩容明显,地方债务问题受到各界关注,防范化解地方政府债务风险成为政府工作的重点之一。本文通过全面对比分析我国与国外主要国家地方政府分级债务率、财政收支等情况,以及横向对比我国省际情况,研究发现我国地方政府债务管理仍面临一系列现实问题;进一步地,在全方位借鉴和吸取国际地方政府债务管理经验与教训基础上,分析我国体制、经济与环境各方面优势和债务管理状况,提出稳定市场、防范化解地方政府债务风险的政策建议。

In recent years,with the continuous efforts of proactive fiscal policies,the increase,acceleration,and expansion of local debt in China have become significant.The issue of local debt has attracted attention from all walks of life,and preventing and resolving local government debt risks has become one of the focuses of government work in recent years.Through a comprehensive comparative analysis of the hierarchical debt ratio and fiscal revenue and expenditure of local governments in China and major foreign countries,as well as a horizontal comparison of China's inter-provincial situation,this paper finds that the management of local government debt in China is still faced with a series of practical problems.On the basis of comprehensively drawing on and learning from the experience and lessons of international local government debt management,and analyzing the advantages of China's system,economy,and environment,as well as the debt management situation,policy recommendations for stabilizing the market and preventing and resolving local government debt risks are proposed.
