考虑绿证交易和碳交易的新型配电网规划 被引量:1

摘要 为实现“双碳”目标下的新型配电网规划,提出一种考虑绿证交易(GPCT)和碳交易(CET)机制的新型配电网规划和模拟运行双层模型。上层规划风光水气储的容量和位置,下层模拟运行计及风光水气储运行、需求响应和碳排放等的运行成本。以规划期内投资、运行和碳排放总成本最小为目标。在配电网安全约束基础上增加碳排放强度等约束。案例分析了IEEE33节点新型配电网规划,对比新型配电网与传统配电网规划结果,就不同价格水平的GPCT、CET机制对规划的影响进行了灵敏度分析。算例结果验证了模型的合理性。 In order to realize the planning of the new distribution network under the“dual carbon”goal,this paper proposes a new distribution network planning and a bi-level model for simulation operation,which consider GPCT and CET mechanism.Firstly,the upper level plans the capacity and location of wind turbine,photovoltaic,hydraulic turbine,micro turbine,and energy storage,while the lower simulation operation takes into account the operation costs of wind,solar,water,gas and storage,demand response and carbon emissions.The objective is to minimize the total cost of investment,operation and carbon emissions in the planning period.Then,on the basis of distribution network security constraints,carbon emissions intensity is added.Finally,a case study of the IEEE33 node new distribution network planning is given.The results of new distribution network and traditional distribution network planning are compared,and the sensitivity analysis of the impact of GPCT and CET mechanism with different price levels on planning is carried out.The results of an example verify the rationality of the model.
