随着科技创新向纵深推进,高校科研相关自主权越来越难以适应实践发展需求,扩大高校科研领域自主权势在必行。科研仪器设备采购管理的改进是高校科研领域自主权扩大的重要组成部分。针对科研仪器设备采购“放、管、服”存在的现实困境,省属高校应坚持问题导向,运用系统思维,遵循依法合规、高效便捷理念,坚持“放管服”互动促进,借助信息化手段,在服务理念、制度措施、监管模式等方面加以改革。通过完善制度体系,简化优化流程,创新服务举措,强化放管结合,从而促进高校科研仪器设备采购“放管服”改革放到位、管得住、服务好,为省属高校科研事业高质量发展增添动力。

With the development of science and technology,it is harder for autonomy of scientific research grasped by universities at present to meet the needs of realistic practice.Therefore,it is imperative to expand the autonomy of scientific research,which should greatly focus on better management of procurement of scientific research instruments and equipment.In view of the problems facing the reform of“delegating-regulation-service”in the procurement of scientific research instruments and equipment,provincial universities should better adhere to the problem-oriented principle,apply systematic thinking,follow the philosophy of compliance with the law,efficiency and convenience,and stick to the coherence of delegating,regulation and service so as to conduct reform in the field of service philosophy,measures and systems,supervised modes and other aspects with the help of information-based means.The improvement of the system,simplification and optimization of the process,innovation of the service measures and the strengthening combination of delegating and regulation facilitate the achievement of proper delegation,decent regulation and satisfying service will motivate the high-quality development of scientific research in provincial universities.
