Optimization and Exploration of Town and Village Planning Combination——a Case Study of SZ Town in Fujian

乡镇级国土空间规划是我国“五级三类”国土空间规划体系的重要载体,在国土空间总体规划体系中发挥着承上启下的重要作用。基于协作式规划理论、“多规合一”理论及人居环境科学理论基础,福建SZ镇镇村规划联编的实践经验启示,完善基层国土空间规划与治理,要严守国土规划红线,优化镇村空间格局;要明确规划发展目标,促进乡村全面振兴;要立足资源禀赋特色,因地制宜分类规划。

The township-level spatial master plan plays the role of the upper and lower levels in the spatial master plan system and is the key carrier of China’s“Five Levels and Three Categories”spatial planning system.Based on cooperative planning theory,“Multi-planning into One”theory and the scientific theoretical basis of human settlement environment,the practical experience of Fujian SZ town planning association showed that to improve the land space planning and governance at the grass-roots level,we need to consider it from the following three aspects.Firstly,we must strictly observe the red line of land planning and optimize the spatial pattern of villages and towns.Secondly,it is necessary to clearly plan development goals and promote all-round rural revitalization.Thirdly,we should base on the characteristics of resource endowment and make classified planning according to local conditions.
