国外文化参与衡量与政策应用探析

Analysis of the Cultural Participation Measurement and Policy Application in Overseas

通过对国外相关文献进行梳理分析,分别对文化参与的概念内涵、衡量方法、政策应用展开评述,介绍欧洲晴雨表调查与拉丁美洲民意调查情况,并对文化公平和数字鸿沟、文化认同与社会排斥、文化产业与商品服务、创意城市与可持续发展等前沿议题进行探讨。国外文化参与衡量与政策应用的经验对新时代中国文化强国建设可提供有益的启示,尤其是随着数字化与云服务等现代技术的发展,需要注重开展全国城乡居民文化参与的社会调查与应用研究,构建统一性与多样性相协调的文化参与衡量标准与评价体系。

By combing and analyzing relevant foreign literature,this paper reviews the concept,measurement methods and policy applications of cultural participation,introduces Eurobarometer survey and Latin American opinion survey,and discusses frontier topics such as cultural equity and digital divide,cultural identity and social exclusion,cultural industry and commodity services,creative cities and sustainable development.The experience of foreign cultural participation measurement and policy application can provide useful inspiration for the construction of a cultural power in China in the new era,especially with the development of modern technologies such as digitization and cloud services,it is necessary to pay attention to the social survey and applied research of cultural participation of urban and rural residents across the country,and to build a cultural participation measurement standard and evaluation system in harmony with unity and diversity.
