高等教育与目标管理的有机结合能够有效激发高等教育管理新动能,目标管理应用于高等教育管理是一种行之有效的实践探索。通过目标管理理论的计划、执行、检查、反馈四环节系统,探讨高等教育管理的优化路径,有助于高等教育高质量发展。计划环节科学定位高校发展目标,执行环节高效实施高等教育发展计划,检查环节应用“望闻问切”四诊法和分类考评法对高校发展目标进行评价并实施奖惩,反馈环节提出制定科学完善目标体系、建立目标责任管理方式、确立灵活考核评定标准等建议。

The organic combination of higher education and goal management can effectively stimulate new momentum in higher education management.The application of goal management in higher education management is an effective practical exploration.This article systematically sorts out the optimization path of higher education management through the four links of planning,execution,inspection,and feedback in the theory of goal management,which is of great practical significance for the high-quality development of higher education.At the planning stage,we should scientifically position the development goals of universities.At the implementation stage,we should implement the development plan of higher education efficiently.In the inspection process,four diagnosis method of"looking,hearing,asking and pulse taking"and the classified evaluation method are applied to evaluate the development goals of colleges and universities and implement rewards and punishments.In the feedback stage,some suggestions are put forward,such as formulating scientific and perfect target system,establishing the target responsibility management mode,and establishing flexible assessment and evaluation standards.
