摘要
当数字化时代与老龄化时代同期来临时,数字鸿沟成为阻碍老龄人力资源开发的重要因素。数字鸿沟下老龄人口就业数量难以提升,就业质量难以保证,难以充分发挥老龄就业对社会经济发展的促进作用。究其原因是数字知识鸿沟加剧了老龄劳动者职业技能欠缺、数字接入鸿沟加剧了老龄劳动者就业渠道闭塞、数字使用鸿沟加剧了年龄就业歧视。为促进我国老龄人力资源开发,需要开展职业教育,弥合数字知识鸿沟;优化就业渠道,弥合数字接入鸿沟;禁止年龄歧视,弥合数字使用鸿沟。
As the digital era coincides with the aging era,the digital divide has become an important factor hindering the development of elderly human resources.Under the digital divide,it is difficult to increase the number of elderly people in employment,to guarantee the quality of employment,and to promote of elderly employment to social development.The reason is that the digital knowledge gap aggravates the lack of professional skills of older workers,the digital access gap aggravates the blocking of employment channels for older workers,and the digital use gap aggravates age employment discrimination.To promote the development of human resources for the elderly in China,it is better to carry out vocational education to bridge the digital knowledge gap,optimize employment channels to bridge the digital access gap,and prohibit age discrimination to bridge the digital use divide.
