粤港澳大湾区环保科技成果转化及产业化发展现状、问题与对策

Status,Problems and Countermeasures of the Tansformation and Industrialization of Environmental Protection Scientific and Technological Achievements in the Guangdong-Hong Kong-Macao Greater Bay Area

针对关于粤港澳大湾区内环保科技成果转移转化情况研究缺乏、对环保科技高质量发展痛点梳理不清的现状,通过专利信息检索、企业数据库调查和文献调研等方式,对2018—2022年粤港澳大湾区环保科技相关专利申请量、环保企业数量和地域以及企业技术领域分布等情况进行分析,并回顾粤港澳大湾区环保技术主要进展和重大科技成果,查找主要存在问题,以期为政府和相关管理部门推动提高粤港澳大湾区环保科技成果转化效率提供支撑。结果表明:粤港澳大湾区生态环境治理市场需求旺盛、环保产业发展迅猛,且相关重大科研成果已具备明显的产业化价值,但高新环保企业数量少,多数环保企业的核心技术成果较少、产品化程度低,阻碍环保科技成果转移转化主要存在问题包括缺乏颠覆性技术同时部分科研成果与社会需求脱节,缺乏有特色的环保科技中介机构,以及环保科技金融服务体系不健全等。据此,主要从提高环保科技成果质量、壮大环保领域职业经理人队伍和构建多元化金融服务体系三方面提出具体对策建议。

In view of the lack of research on the transfer and transformation of environmental protection scientific and technological achievements in the Guangdong-Hong Kong-Macao Greater Bay Area,and the confusion of the pain points of high-quality development of environmental protection technology,through patent information retrieval,enterprise database survey and literature research,this paper analyzes the patent application volume,the number and geographical distribution of environmental protection enterprises,and the distribution of technological domains from 2018 to 2022 in the Guangdong-Hong Kong-Macao Greater Bay Area,also reviews its major progress of environmental protection technology and major scientific and technological achievements,and finds the major problems,in order to provide support for the government and relevant administrative departments to promote the efficiency of environmental protection technology achievements in the Guangdong-Hong Kong-Macao Greater Bay Area.The results indicate that the Guangdong-Hong Kong-Macao Greater Bay Area has a strong market demand for ecological environment governance,the environmental protection industry is developing rapidly,and the relevant major scientific research achievements have obvious industrialization value,however,the number of high-tech environmental protection enterprises is small,and most of the environmental enterprises have few core technology achievements and the degree of productization is low,and the main problems hindering the transfer and transformation of environmental protection scientific and technological achievements include the lack of disruptive technologies and some scientific research results are out of touch with social needs,the lack of distinctive environmental protection technology intermediary agencies,and the environmental protection technology financial service system is not perfect.Accordingly,specific strategic recommendations are proposed,such as focusing on enhancing the quality of environmental protection scientific and technological achievements,strengthening the professional management workforce in the environmental protection field,and establishing a diversified financial service system.
