全面推进乡村振兴中的村级集体经济高质量发展研究——来自安徽和四川6个村庄的调研报告

Research on the High-quality Development of Village Collective Economy in Comprehensively Promoting Rural Revitalization:Research Report from Six Villages in Anhui and Sichuan

在全面推进乡村振兴的背景下,推动我国村级集体经济高质量发展具有重要战略意义。文章采用访谈法,收集了安徽和四川两省六个村庄关于村级集体经济发展的一手调研资料。研究发现,地区发展基本条件和乡村振兴战略落实情况是村级集体经济发展的基础与动力。与此同时,不同村庄在经济实力、收入来源、收入分配、资产负债和收支等方面表现出多样性。在村级集体经济的发展过程中,涌现出了资产盘活型、产业经营型、资源开发型、服务创收型和财政补贴为主型等多种模式。实践证明,善抓政策机遇的敢闯敢拼型发展模式和围绕主导产业的全产业链型发展模式是值得借鉴的经验。然而,在我国中西部地区,村级集体经济发展仍然面临人才、资金和项目等方面的普遍问题,同时个别村庄也存在一些特殊困境。因此,推动村级集体经济的高质量发展需要将整体规划与因地制宜有机结合。

In the context of comprehensively promoting rural revitalization,it is of great strategic significance to promote the high-quality development of village-level collective economy in China.The interview method was used to collect primary research data on the development of village-level collective economy from six villages in Anhui and Sichuan provinces.The study found that the basic conditions of regional development and the implementation of the rural revitalization strategy are the basis and driving forces for the development of the village-level collective economy.At the same time,different villages show diversity in terms of economic strength,income sources,income distribution,assets and liabilities,and income and expenditure.In the development of village-level collective economy,various models have emerged,such as asset revitalization type,industrial operation type,resource development type,service income generation type and financial subsidy-based type.The practice has proved that the bold and courageous development mode of seizing policy opportunities and the whole industry chain development mode centered on leading industries are experiences worth learning.However,in the central and western regions of China,the development of village-level collective economy is still facing general problems in terms of talents,funds,and projects,and there are also some special difficulties in individual villages.Therefore,the promotion of high-quality development of village-level collective economy requires an organic combination of overall planning and adaptation to local condition.
