乡村振兴背景下村委会干部队伍结构的优化趋势及其成因——基于2021年安徽省30个村村委会换届选举的考察

The Optimization Trend and Causes of the Cadre Team Structure of the Village Committee under the Background of Rural Revitalization:Investigation Based on the General Election of Village Committees in Anhui Province in 2021

村委会干部队伍结构及其能力水平直接影响乡村善治和全面振兴的实践成效与后续推进,需予以高度关注。通过对2021年安徽省30个村村委会换届选举观察发现,村委会干部队伍在党员比例、学历、年龄、男女比例上均取得了显著优化。在民主选举的推动下,村委会干部队伍结构确实得到一定优化,其深层原因在于党全面领导下的选贤任能、后备干部培养、定岗选举、晋升与薪酬保障机制的综合作用。由于多种机制在综合作用过程中仍存在一定优化空间,未来应着重从综合视角对以上机制进行创新与再深化融合。

The structure and ability level of the cadre team of the village committee directly affect the practical effectiveness and subsequent promotion of good governance and comprehensive revitalization in rural areas,which requires high attention.Through the observation of the 2021 election of 30 village committees in Anhui Province,it was found that village committee cadres have achieved significant optimization in terms of party member ratio,educational background,age,and gender ratio.Under the promotion of democratic elections,the structure of the village committee cadre team has indeed been optimized to some extent,but the underlying reason lies in the comprehensive role of the party's leadership in managing cadres,selecting and appointing talents,reserve cadres,fixed position elections,promotion,and salary guarantee mechanisms.Due to the fact that there is still some room for optimization in the comprehensive process of multiple mechanisms,future efforts should focus on innovating and further deepening the integration of the above mechanisms from a comprehensive perspective.
