新时代,作为专门的协商机构,人民政协在国家政治生活和社会治理中,不断彰显其价值。协商民主呈现新格局,不断迸发新活力、取得新成效,但在民主协商制度化、规范化、程序化乃至法制化建设方面仍存在一些突出问题。究其原因,既有制度方面的缺陷,也有主体能力方面的不足;既是制度执行不力所致,也有文化因素的影响。完善人民政协民主协商制度,创新其运行机制,必须充分发挥党委的主导作用,明确协商内容、拓宽协商领域,丰富协商形式、激发协商活力,完善协商制度、规范协商程序,弘扬协商文化、融洽协商氛围。

In the new era,the People’s Political Consultative Conference(CPPCC),as a specialized consultative body,continuously demonstrates its value in national political life and social governance.However,there are still some prominent problems in the institutionalization,standardization,procedural and even legal construction of democratic consultation.The reasons for this lie in both institutional deficiencies and deficiencies in the subject’s ability;It is not only caused by inadequate implementation of the system,but also influenced by cultural factors.To improve the democratic consultation system of the People’s Political Consultative Conference and innovate its operating mechanism,it is necessary to clarify the content of consultation,expand the scope of consultation,enrich the forms of consultation,stimulate the vitality of consultation,improve the consultation system,standardize the consultation procedures,promote the culture of consultation,and promote a harmonious atmosphere of consultation.
