基于SWOT分析的青海新型城镇化建设的基本经验与发展策略研究

摘要 新型城镇化高质量建设是推动经济转型升级、改善人民生活水平、优化资源要素配置、推动城乡区域融合发展的重要手段,也是实现共同富裕的中国式现代化发展的必经之路.SWOT理论为新型城镇化发展策略研究提供了可行有效的分析视域.本研究就青海新型城镇化发展策略,归纳总结了建设的基本经验,着重分析了建设的内部优势、内在劣势、外部机遇及风险挑战,并针对性提出创新发展策略.研究发现,新的历史发展时期,全面推进青海新型城镇化高质量发展,应当创新S-O(质效型)、S-T(合作型)、W-O(扭转型)、W-T(内生型)发展策略,统筹推进青海新型城镇化建设可持续发展. The new type of urbanization is an important starting point for expanding domestic demand and promoting industrial upgrading.It is also an important link in promoting the integrated development of urban and rural areas in local areas,and provides a strong driving force for deepening the Chinese-style modernization drive.Based on SWOT theory analysis,this paper focuses on the innovation strategy of Qinghai's new-type urbanization construction.The study found that Qinghai's new-type urbanization construction gives full play to the core leading advantages of party building,seizing the opportunity of the“Belt and Road”development initiative,and faces the deficiencies and challenges of inadequate and unbalanced urban and rural development and shortage of high-level talents.Based on this,innovative strategies to promote the high-quality development of new urbanization are proposed:S-O(growth development strategy),W-O(compensatory development strategy),S-T(expansion development strategy),and W-T(internal drive development strategy),gathering innovation elements,stimulating innovation vitality,and coordinating the high-quality development of new urbanization construction.
