环境规制门槛下雾霾污染对土地资源错配的影响研究

Research on the Influence of Haze Pollution on Land Resource Misallocation under the Threshold of Environmental Regulation

以2007—2019年中国270个地级市数据为研究样本,采用双向固定效应模型、2SLS模型以及面板门槛模型探讨雾霾污染对土地资源错配的影响,并从政府环境规制强度视角检验了其影响的内在机理。研究结果表明:城市雾霾污染的加剧会倒逼地方政府减缓土地资源错配的程度;环境规制在雾霾污染对土地资源错配的影响中存在单一门槛效应;环境规制强度越高的地区,雾霾污染对土地资源错配的抑制作用也越强。因此,应加强环境规制,推动技术创新,制定差异化政策,并引导土地利用结构调整,以减缓土地资源错配方式,促进环境质量的进一步改善。

Based on the data of 270 prefecture-level cities in China from 2007 to 2019,the bidirectional fixed-effect model,2SLS model and panel threshold model were used to explore the impact of haze pollution on land resource misallocation,and the internal mechanism of the impact was tested from the perspective of the intensity of government environmental regulations.The results show that the intensification of urban haze pollution will force local governments to slow down the misallocation of land resources;there is a single threshold effect of environmental regulation on the impact of haze pollution on the misallocation of land resources.The higher the intensity of environmental regulation,the stronger the inhibiting effect of haze pollution on land resource misallocation.Therefore,it is necessary to strengthen environmental regulation,promote technological innovation,formulate differentiated policies,and guide the adjustment of land use structure to slow down the misallocation of land resources and promote the further improvement of environmental quality.
