江西省中小型企业节能诊断问题分析与绿色低碳转型对策 被引量:1

Countermeasures of Green Low-carbon Transformation and Analysis of Energy-saving Diagnosis Problems of Small and Medium-sized Enterprises in Jiangxi Province

摘要 为促进江西省中小型企业实现绿色低碳转型发展,梳理了2021年度江西省工业节能诊断服务工作成果,统计了接受诊断的中小型企业的企业数量、行业分布、能耗总量、能源品种和能源计量体系建设情况,从能源利用、能源效率、能源管理3个方面分析中小型企业存在的问题和约束性因素,并基于节能诊断成果,针对性的提出了绿色低碳转型对策。结果发现,中小型企业在节能诊断企业数量中占比为70%,建材、有色、轻工排在前3位,占比分别36%、12%、11%,年总能耗在5 000 t标煤以上占46.64%,原煤用量折标煤能耗占比为65%,三级计量配备企业占比仅5.8%,普遍问题是清洁能源使用比例低、单位产品能源消耗高、能源管理基础薄弱,存在绿色发展意识缺乏、节能减排资金不足、技术应用水平低、能源管理理念落后、能源计量配备不全等约束性因素。提出了引导中小型企业增强绿色发展理念、支持中小型企业开展绿色技术创新、完善中小型企业绿色转型市场化机制及强化中小型企业绿色转型政策支持力度等对策。 To promote the green and low-carbon transformation of small and medium-sized enterprises in Jiangxi province,the results of industrial energy-saving diagnostic services in Jiangxi province in 2021 were sorted out,and the number of enterprises,industry distribution,total energy consumption,energy varieties and energy measurement system construction of small and medium-sized enterprises receiving diagnosis were counted.The binding factors of small and medium-sized enterprises from energy utilization,energy efficiency and energy management and the countermeasures of green and low-carbon transformation were proposed based on the results of energy-saving diagnosis.The results showed that small and medium-sized enterprises accounted for 70%of the number of energy-saving diagnosis enterprises,building materials,nonferrous metals and light industry ranked the top three,accounting for 36%,12%and 11%respectively,the total annual energy consumption of more than 5000 t of standard coal accounted for 46.64%,the raw coal consumption accounted for about 65%,and the third-level measurement equipment enterprises accounted for only 5.8%.The common problems are the low proportion of clean energy use,high energy consumption per unit product,weak energy management foundation,lack of awareness of green development,insufficient funds for energy conservation and emission reduction,low level of technology application,backward energy management concepts,and inadequate energy metering equipment.Countermeasures such as guiding small and medium-sized enterprises to enhance the concept of green development,supporting small and medium-sized enterprises to carry out green technology innovation,improving the marketization mechanism of small and medium-sized enterprises'green transformation and strengthening the policy support for small and medium-sized enterprises'green transformation were put forward.
