摘要
实现能耗双控向碳排放总量和强度双控转变是进一步推动统筹能源安全和转型、有效控制资源与环境双重压力的重要举措,为了厘清能耗双控与碳排放双控之间的逻辑与关系,探寻有序、有效衔接的实现路径,通过分析2种政策的历史沿革、存在的问题,对比各时期国家的任务要求,论证能耗双控向碳双控转变的必要性,提出具有针对性和指导性的对策建议。结果发现,碳排放双控与能耗双控二者既有联系又有区别、既是继承也是发展的内在逻辑,同时,能耗双控政策面临经济增速与能耗指标不匹配、缺乏弹性管理、碳减排价值低等问题,相较之下,碳排放双控政策更具韧性、灵活性,更有利于长远发展。能耗双控向碳排放总量和强度双控转变要结合各地实际,分阶段稳步推进,建立科学的碳排放核算统计体系,构建科学合理的碳排放双控目标分解体系,建立能耗双控和碳排放双控的联动协调管理机制,推进碳排放双控配套制度建设,为尽早实现能耗双控向碳排放总量和强度双控转变创造条件。
The dual control of energy consumption to the dual control of total carbon emissions and intensity is an important measure to further promote energy security and transformation,and effectively control the dual pressures of resources and the environment,in order to clarify the logic and relationship between dual-control of energy consumption and dual-control of carbon emission,and to explore an orderly and effective way to achieve the link,through the analysis of the history of the two policies,the existing problems,the necessity of the transition from dual-control of energy consumption to dual-control of carbon consumption is demonstrated by comparing the national task requirements in different periods.The results show that the dual control of carbon emission and energy consumption are both related to and different from each other,the dual-control policy on energy consumption faces problems such as mismatch between economic growth and energy consumption,lack of flexibility in management and low value of carbon emission reduction,more conducive to long-term development.The shift from dual-control of energy consumption to dual-control of total carbon emissions and carbon intensity should be carried out in stages and steadily in accordance with local realities.A scientific system of carbon accounting and statistics should be established,and a scientific and reasonable system of decomposition of dual-control targets for carbon emissions should be established,we will establish a coordinated mechanism to control both energy consumption and carbon emissions,and promote the development of a supporting system for dual control of carbon emissions,so as to create conditions for the early realization of dual control of energy consumption to dual control of total carbon emissions and dual control of carbon intensity.
