能源大数据中心建设的利益相关者协调机制

摘要 能源大数据中心建设涉及的利益相关者众多,利益关系复杂,亟需构建有效的利益相关者协调机制。结合能源大数据中心功能,运用利益相关者理论,根据利益相关者贡献及利益大小对其进行分类,并针对不同的利益相关者,提出协调机制。结果显示,按利益相关者贡献及利益大小可将能源大数据中心建设的利益相关者分为领导型、支持型、收益型、边缘型4类。针对不同的利益相关者,提出责任与贡献机制、助推与激励机制、分配与补偿机制、服务与交易机制4种协调机制。各协调机制紧密关联、相互协同,从而促进能源大数据中心高质量建设。 The construction of energy big data center involves many stakeholders and complex interest relationships,so it is urgent to build an effective stakeholder coordination mechanism.Combined with the functions of energy big data center,the stakeholder theory is used to classify stakeholders according to their contributions and interests,and a coordination mechanism is proposed for different stakeholders.The results show that stakeholders in the construction of energy big data center can be divided into four types according to their contributions and interests:leadership type,support type,benefit type and marginal type.Aiming at different stakeholders,four coordination mechanisms are proposed:responsibility and contribution mechanism,boost and incentive mechanism,distribution and compensation mechanism,and service and transaction mechanism.Each coordination mechanism is closely related and coordinated with each other,so as to promote the high-quality construction of energy big data center.
