水利枢纽工程全寿命周期环保管家服务模式应用与实践

摘要 为解决水利枢纽工程环境管理难点,以江西某水利枢纽为例,将全寿命周期环保管家服务模式应用于该工程,开展工程项目从筹备阶段到运营阶段的实践。实践表明,全寿命周期环保管家服务模式是一种全方位、全流程、全要素的服务模式,全方位是环保工作内容全覆盖,全流程是枢纽建设过程全覆盖,全要素是环境要素全覆盖,结合技术培训体系、环境监测体系、环保调查体系等手段,实现水利枢纽环保措施有效落实、参建人员环保观念显著提升、项目环境管理协同及时,产生显著经济效益和环境效益。切实提升了建设单位环境管理效率和质量,最大程度地预防和降低了工程建设对环境的不利影响。同时提出应加快具体政策出台,深入探索全寿命周期环保管家服务模式等建议。 In order to solve the difficulties in environmental management of water conservancy project,taking a water conservancy project in Jiangxi as an example,the life-cycle environmental butler service model was applied to the project,and the practice of the project was carried out from the preparatory stage to the operation stage.Practice has shown that the full-life cycle environmental butler service model is a full-range,full-process,full-factor service model,full coverage of environmental protection work content,full coverage of the process is the hub construction process,full coverage of environ-mental factors,combined with technical training system,environmental monitoring system,environmental investigation sys-tem and other means.To realize the effective implementation of environmental protection measures of the water conservancy hub,the significant improvement of the environmental protection concept of the construction personnel,the coordination and timely project environmental management,and the significant economic and environmental benefits.It effectively improves the efficiency and quality of environmental management of construction units,and prevents and reduces the adverse impact of engineering construction on the environment to the greatest extent.At the same time,it is proposed to speed up the introduction of specific policies and deeply explore the whole-life cycle environmental butler service model.
