基于PMC指数模型的我国公立医院高质量发展政策量化评价研究

Research on quantitative evaluation of high-quality development policy of Chinese public hospitals based on PMC index model

目的:对公立医院高质量发展政策进行量化评价,分析不同层级政策的优势与薄弱之处,为政策设计和优化提供参考依据。方法:以国内省市级68份公立医院高质量发展相关政策为文本库,采用ROSTCM 6.0软件进行文本挖掘,在此基础上构建PMC指数模型,并对样本政策进行量化评价。结果:10项样本政策PMC指数均值为7.731,其中8项为优秀等级、2项为可接受等级;省级得分普遍高于地市级,在注重宏观规划的同时呈现出明显地域性特征,而地市级政策则蕴含更多针对落地的考量。结论:基于国家级政策的牵引作用,各省市有关公立医院高质量发展政策架构较为全面,但仍存在优化空间,整体层面应关注公立医院发展的全周期,从视野升级、操作指引方面加强政策纵向的衔接性;省级层面可扩大牵引带动作用,以促进差异化改革持续发力;市级层面需进一步提升系统谋划与布局的能力。

Objective:Quantitative evaluation of public hospitals'high-quality development policies,analysis of the strengths and weaknesses of policies at different levels,and provision of a reference basis for policy design and optimization.Methods:Based on the text database of 68 provincial and municipal policies on the high-quality development of public hospitals,text mining was conducted using ROSTCM 6.0 software.Based on the above findings,the PMC index model was constructed and the sample policies were quantitatively evaluated.Results:The average value of the PMC index of 10 sample policies was 7.731.Among them,8 policies were excellent and 2 policies were acceptable.Province-level scores are generally higher than city-level ones,showing obvious regional characteristics while focusing on macro planning.And city level policies contain more considerations for implementation.Conclusions:Based on the traction effect of national policies,the policy framework for the high-quality development of public hospitals at various levels is relatively comprehensive,but there is still room for optimization.At the overall level,attention should be paid to the whole development cycle of public hospitals,and the vertical cohesion of policies should be strengthened from the aspects of vision upgrading and operation guiding.To enhance differentiated reform,the province level should increase the strength of the traction.And the city level needs to further enhance the ability of systematical planning and arrangement.
