基于韧性理论加强公立医院韧性建设的探讨

Discussion on strengthening the resilience construction of public hospitals based on resilience theory

医院韧性是卫生应急领域新兴理论,为公立医院高质量发展、卫生应急治理和突发公共卫生事件能力提升提供了新思路。本文以公立医院作为研究对象,以突发公共卫生事件为落脚点,对医院韧性维度进行研究,明确了公立医院韧性建设在准备阶段、响应阶段和恢复提升阶段中卫生应急人员、卫生应急设施、卫生应急管理、卫生应急保障的矩阵。根据医院韧性矩阵提出加强顶层设计、科学评估,补齐短板、多主体参与,共同建设等提高医院韧性的建议。

Hospital resilience is an emerging theory in the field of health emergency response,which provides new ideas for the highquality development of public hospitals,the governance of health emergency response,and the enhancement of the capacity of public health emergencies.This paper takes public hospitals as the research object takes public health emergencies as the landing point,studies the hospital resilience dimension,and clarifies the matrix of public hospital resilience construction in the preparation stage,response stage,and recovery and enhancement stage of health emergency personnel,health emergency facilities,health emergency management,and health emergency protection.The matrix of hospital resilience puts forward suggestions to improve hospital resilience,such as strengthening toplevel design,scientific assessment,making up for shortcomings,participation of multiple subjects,and joint construction.
