湖南省绿色矿山建设现状及发展对策建议

Current Situation and Development Countermeasures of Green Mines Construction in Hunan Province

近年来湖南省在矿产资源整合、矿业开采秩序整顿、矿山地质环境保护、监督执法和矿业权管理上取得了显著成绩,但是在勘查找矿、环境保护、产业整合、政府职能转变、简政放权等方面仍然存在着许多问题和压力,这些问题严重影响着湖南省矿业经济绿色发展进程。本文在分析研究国内外绿色矿山建设的经验和湖南省矿业转型绿色发展现状的基础上,从开展资源优化整合专项行动、加快推进产业结构升级等六个方面提出对策建议,为湖南省绿色矿山建设提供借鉴与指导。

In recent years,Hunan Province has made significant achievements in the integration of mineral resources,rectification of mining order,protection of mining geological environment,supervision and law enforcement,and management of mining rights.However,there are still many problems and pressures in exploration and mineral exploration,environmental protection,industrial integration,transformation of government functions,simplification of administration and decentralization,and other aspects.These problems seriously affect the green development process of the mining economy in Hunan Province,On the basis of analyzing and studying the experience of green mine construction at home and abroad and the current situation of green development in the transformation of mining industry in Hunan Province,this article proposes countermeasures and suggestions from six aspects:carrying out special actions for resource optimization and integration,accelerating the upgrading of industrial structure,and providing reference and guidance for the construction of green mines in Hunan Province.
