摘要
农村集体经营性建设用地入市是乡村振兴战略全面实施的重要抓手。农村集体经营性建设用地入市助推乡村振兴的机理在于通过土地供给促进乡村产业兴旺,通过入市收益及扩大就业促进乡民生活富裕,通过基础设施建设和人文环境提升促进乡村生态宜居。从机制运行现状层面进行考察发现,农村集体经营性建设用地入市机制尚未完善,不足以为乡村振兴的全面实施提供充分动能。面对农村集体经营性建设用地入市所面临的困境,需要加快完善农地入市的前置性要素,丰富农地入市的推进性要素,明确农地入市的规则性要素,强化农地入市的保障性要素,健全农地入市的市场性要素。
The rural collective operating construction land entrying into the market is an important hand for the comprehensive implementation of the rural revitalization strategy.The mechanism of promoting rural revitalization through the entry of rural collective operating construction land into the market is to promote the prosperity of rural industries through land supply,promote the prosperity of rural residents through the benefits of entering the market and expanding employment,and promote rural ecological livability through infrastructure construction and cultural environment improvement.From the perspective of the current operation status of the mechanism,it is found that the mechanism for the entry of rural collective operating construction land into the market is not yet perfect and is insufficient to provide sufficient momentum for the comprehensive implementation of rural revitalization.Faced with the difficulties faced by the entry of rural collective construction land into the market,it is necessary to accelerate the improvement of the pre entry elements,enrich the promotion elements of entry,clarify the regulatory elements of entry,strengthen the guarantee elements of entry,and improve the market elements of entry.
