为深入了解科技创新背景下黑龙江省属科研院所、高校的学风建设现状,分析科技创新学风建设经验做法及主要问题表现,对各省属科研单位的学风建设成效进行总结分析,发现科研单位在科技创新学风建设上取得了一些成绩,但仍存在学风建设制度不健全,学风教育重视度不够,科技评价制度不完善等问题,应通过强化党对科技工作的全面领导,持续深化科技创新体制机制改革;大力弘扬科学精神及科学家精神,不断强化价值引领;健全完善科技创新学风建设制度,促进创新能力提升;持续改进科技人才评价方式,完善科研院所评估制度等路径促进省属科研单位的科技创新学风建设及创新能力的提升。

In order to deeply know the current situation of the study style construction of provincial research institutes and universities under the background of scientific and technological innovation,the study analyzes the experience,practice and main problems of the study style construction of scientific and technological innovation;summarizes and analyzes the results of the study style construction of provincial research institutions with discussion,interview,visit and questionnaire survey.But there are still some problems,such as imperfect construction system of study style,insufficient attention to study style education,and imperfect evaluation system of science and technology.It is necessary to continuously deepen the reform of the system and mechanism of scientific and technological innovation by strengthening the Party’s overall leadership over scientific and technological work;vigorously carry forward the scientific spirit and the scientist spirit,and constantly strengthen the value guidance;improve the construction system of scientific and technological innovation study style,and promote the improvement of innovation ability;continuously improve the evaluation method of scientific and technological talents,perfect the evaluation system of scientific research institutes,etc.,so as to promote the construction of scientific and technological innovation study style and the improvement of innovation ability of provincial scientific research institutions.
