黑龙江省作为我国沿边开放大省,依托与俄毗邻的独特地缘优势,充分发挥着对俄科技合作主力军的作用,在对俄科技合作中具备得天独厚的地缘优势和合作基础。但黑龙江省对俄科技合作也面临着经费支持不足,顶层设计及创新合力有待强化等问题。充分正视对俄科技合作中存在的问题,积极争取经费支持,加强顶层设计与统筹协调,发挥平台作用,坚持需求导向及建设人才队伍等,能有效推动对俄科技合作优质、高效展开,从而加快黑龙江省科技创新成果的产出与应用。

As a large and open province along the border of China,Heilongjiang Province relies on its unique geographical advantages adjacent to Russia,gives full play to its role as the main force of scientific and technological cooperation with Russia,and has unique geographical advantages and cooperation foundation.However,there are some problems in scientific and technological cooperation with Russia in Heilongjiang Province:insufficient financial support,top-level design and innovation force to be strengthened.It is suggested to fully face the problems in scientific and technological cooperation with Russia,actively strive for financial support,strengthen top-level design and overall coordination,give play to the role of platforms,adhere to demand-oriented and building talent teams,etc.,so as to effectively promote the high-quality and efficient development of scientific and technological cooperation with Russia,and accelerate the output and application of scientific and technological innovation achievements in Heilongjiang Province.
