中国式治安治理现代化源于中国式现代化中的国家安全现代化,治安治理是维护国家安全和社会稳定的基础,并在保障社会发展和国家现代化的进程中实现自身现代化。中国式治安治理现代化是基于中国国情和制度的治安治理能力现代化和实现治安秩序的现代性。新中国成立以来,中国式治安治理现代化进行了一系列实践:坚持中国共产党领导下的以人民为中心的治安治理理念;探索适合中国国情的统筹协调综合治理机制、治安规划顶层设计的引领机制、治安治理履职考核的问责机制;传承中国优秀治安文化的治安治理自信;重视现代科技应用为治安治理赋能。经过这些长期地实践,中国式治安治理现代化取得巨大成就:中国成为全球最具安全感的国家之一,严重暴力犯罪下降到非常低的水平,每十万人故意杀人犯罪率位于最低水平国家之列。未来,中国式治安治理应着力建设治安共同体,筑牢治安治理基层基础,深化科技应用,以推动治安治理现代化持续发展。

Modernization of Chinese public security governance refers to the modernization of its capabilities and the modernity in maintaining public security based on China's national conditions and institutional framework.Since the founding of the People's Republic of China,approaches have been adopted to modernize Chinese public security governance.These approaches include adhering to people-centered philosophy under the leadership of the Communist Party of China,exploring coordination and comprehensive governance mechanisms,establishing guiding mechanisms for top-level design of public security planning,and implementing accountability mechanisms for performance assessment.Additionally,confidence in public security governance has been boosted through the inheritance of the legacy of Chinese public security culture,and modern technologies has been prioritized in empowering public security governance.Significant achievements have been made in this process.China has become one of the most secure countries,with an exceptionally low rate of serious violence crimes.It is also one of the countries with the lowest intentional homicide rate per 100,000 people.In the future,efforts should be made to build a community of public security,strengthen the grassroots foundation of public security governance,speed up the application of technology to promote the continuous development of the modernization of Chinese public security governance.
