包容性共享是一种更趋公平,也更具人文关怀、更注重可持续性的治理理念,体现的是全面、多维的发展观。构建包容共享的治理格局是我国贫困治理的重要经验,将包容性共享纳入治贫理念与行动,实现了贫困人口对发展成果的共享。包容性共享这一治理框架所内蕴的参与机会均等、全员权利平等、发展能力塑造、发展成果共享等价值意涵和思想内核分别是脱贫攻坚与乡村振兴有效衔接的先决条件、基础条件、实现条件及根本旨趣。乡村振兴聚焦乡村和人的全面发展,需在贫困治理的基础上,进一步凸显内生发展、平台共建、合作参与的逻辑,以更好地调动各类资源,构建全民参与、全民共享的良性发展机制。

As a kind of more equitable,humane and sustainable concept of governance,inclusive sharing reflects on comprehensive and multi-dimensional development outlook.To build inclusive sharing governance pattern is an important experience for poverty alleviation in China.Incorporated the concept and actions of poverty alleviation into inclusive sharing,the aim that development should be of direct benefit to the poor has been realized in China.The value connotations and ideological cores of inclusive sharing,such as equal participation opportunities,equal rights for all,development capacity shaping and development fruits sharing,are the prerequisite,basic,realistic and fundamental purposes for effective connection of poverty alleviation and rural revitalization.Rural revitalization focuses on the development of people and rural areas in an all-round way.On the basis of poverty alleviation,it should be highlighting the logic of endogenous development,platform co-construction,cooperation and participation further to mobilize various resources,so as to build a sound development mechanism featuring participation and sharing by all.
