长三角地区高等教育一体化发展与结构变动趋势——基于势差理论的考察

The integrated Development and Structural Change Trend of Higher Education in the Yangtze River Delta——Based on the Potential Difference Theory of the Investigation

长三角区域内高等教育发展水平存在较大势差,优化结构成为高等教育一体化高质量发展的关键。文章采用产业结构相似系数、行业分工指数分析长三角地区2010—2019年高等教育结构同构度与发展趋势。结果表明,2010—2019年长三角地区高等教育结构同构度较高,但高等教育层次、类型和师资结构同构度呈现一定的减弱趋势,学科类别、经费使用结构同构度有加强趋势。在高等教育存在较大发展势差和结构同构度较高的背景下,长三角地区未来应进一步突破高等教育行政管理壁垒,组建并赋权区域高等教育一体化发展专业组织,推进地区高等教育结构调整和优化,统筹院校设置规划、学科专业结构优化、办学资源配置和招生计划。

There is a big gap in the development level of higher education in the Yangtze River Delta region.Optimizing the structure is the key to the high-quality integrated development of higher education.The paper analyzes the isomorphism and development trend of higher education structure in the Yangtze River Delta from 2010 to 2019 by taking industrial structure similarity coefficient and industrial division index as measurement methods.The results show that the structural isomorphism of higher education in the Yangtze River Delta region is relatively high betwen 2010 and 2019,but the structural isomorphism of higher education levels,types and teachers shows a certain weakening trend,and the structural isomorphism of discipline categories and funding has a further strengthening trend.Under the background of large development potential difference and high structural homogeneity of higher education in the Yangtze River Delta,there are three necessary steps in the future.Firstly,to further break through the administrative barriers and empower regional integrated cooperation organizations.Secondly,to promote the adjustment and optimization of structure,and coordinate the planning of College establishment.Thirdly,to optimize discipline structure,allocate resources and enrollment plan.
