Research on High-quality Development of Fiscal Resources Industries in Guangxi under RCEP

2022年1月1日,《区域全面经济伙伴关系协定》(RCEP)正式生效,广西迎来建设高水平对外开放、更好融入新发展格局的重大历史机遇,同时也面临外部市场对财源产业的新挑战。在RCEP实施提速扩面、工业振兴面临爬坡升级、财政收支矛盾日趋严峻的大背景下,本文聚焦RCEP生效这一外部变量,识别梳理广西财源产业格局,运用波士顿矩阵分析广西11个财源产业在RCEP生效前与实施后面临的市场前景和竞争形势变化,总结RCEP带来的扩大出口、降低成本、促进投资、产业外移、淘汰产能等影响,对比分析RCEP对财源稳定性、财政政策精准度、财政投入效率值带来的冲击和挑战,相应提出以产兴财、因产施策、因势利导、相机用策的对策建议,为广西建设高质量财源产业提供战略维度的决策参考。

On January 1,2022,the Regional Comprehensive Economic Partnership(RCEP)officially came into effect,ushering in a significant historical opportunity for Guangxi to build a high-level opening up and better integrate into the new development pattern.At the same time,it also faces new challenges from the external market to the fiscal resources industry.Under the background of accelerated and expanded implementation of RCEP,upgrading of industrial revitalization,and increasingly severe fiscal contradictions,this paper focuses on the external variable of RCEP implementation,identifies the pattern of fiscal resources industry in Guangxi,applies the BCG Matrix to analyze the market prospects and competition changes faced by 11 fiscal resources industries before and after the implementation of RCEP,then summarizes the benefits of RCEP on increasing exports,reducing costs,promoting investment,analyses the impact and challenges of RCEP on fiscal stability,fiscal policy accuracy,and fiscal investment efficiency.Corresponding countermeasures and suggestions are proposed,including implementing high-quality fiscal resource construction projects,planning differentiated path for industries,supporting to change lanes and accelerate it,improving precision on fiscal methods.This provides strategic decision-making references for building high-quality fiscal resources industries in Guangxi.
