新征程上全面推进乡村振兴的理论指引、战略重点与关键路径

Theoretical guidance,strategic focus,and key path for comprehensively promoting rural revitaliza-tion on the new journey

党的十九大提出实施乡村振兴战略,党的二十大对建设农业强国、全面推进乡村振兴进行战略部署。新时代习近平总书记关于全面推进乡村振兴的重要论述,深刻回答了为什么要振兴乡村、怎样振兴乡村等一系列重大理论和实践问题,形成全面系统、逻辑严密、博大精深、动态发展的科学理论体系。这一理论是新发展理念在农业农村工作中的全面贯彻,是中国特色社会主义道路在农村的创新实践,是百年大党领导“三农”工作实践探索的新发展新总结,是习近平新时代中国特色社会主义思想的重要组成部分,为全面推进乡村振兴提供了理论指引和行动纲领。本研究认为,在建设农业强国、推进中国式现代化背景下,提高全面推进乡村振兴的效力效能,必须以习近平总书记关于全面推进乡村振兴重要论述为指引,在党的全面领导下,把坚决守住不发生规模性返贫、确保粮食安全两条底线作为前提基础,把乡村产业发展、乡村建设、乡村治理统筹推进作为战略重点,把促进融合发展作为关键路径,把凝聚振兴合力、推进发展路径创新作为重要支撑,持续夯实加快推进农业农村现代化、建设农业强国进程的基础。

The 19th National Congress of the Communist Party of China proposed the implementation of the rural revitalization strategy,and the 20th National Congress of the Communist Party of China made strategic arrangements for building an agricultur-al power and comprehensively promoting rural revitalization.In the new era,General Secretary Xi Jinping's important exposition on comprehensively promoting rural revitalization has answered a series of major theoretical and practical questions such as why and how to revitalize the countryside,and has formed a comprehensive,systematic,coherent,profound and dynamic scientific theoretical system.This theory is comprehensive implementation of the new development concept in agricultural and rural work,innovative practice of the socialist road with Chinese characteristics in rural areas,an important part of socialist thought with Chi-nese characteristics,a new development trend of the"agriculture-rural areas-farmers"work practice led by the centennial party,and an important part of Xi Jinping's socialist ideology with Chinese characteristics in the new era,providing theoretical guidelines and action programs for comprehensively promoting rural revitalization.This article puts forward that,in the context of building a strong agricultural country and promoting Chinese-style modernization,under the overall leadership of the party,it is necessary to take General Secretary Xi Jinping's important exposition of comprehensive promotion of rural revitalization as the guideline,the two bottom lines of not returning to poverty on large-scale and ensuring food safety as the prerequisite,the development of rural industries,rural construction and rural governance coordination as strategic focus,the promotion of integration and development as the key path,cohesion of revitalization rejuvenation and promotion of development path innovation as important support to im-prove comprehensively the effectiveness of rural revitalization,continuously consolidate the foundation of accelerating the modern-ization of agriculture and rural areas and build a strong agricultural country.
