公共服务视角下海口市老年人“数字鸿沟”问题:现状、成因与破解

The Problem of"Digital Divide"among the Elderly in Haikou City from the Perspective of Public Service:Current Situation,Causes and Solution

公共服务的高质量发展是满足人民群众对美好生活追求的重要保障。随着我国人口老龄化问题加剧,信息化时代下公共服务数字化发展飞速,一定程度上导致老年人“数字鸿沟”问题日益凸显。以海口市为例,通过阐述老年人“数字鸿沟”问题的现状、剖析产生的原因,进而提出营造良好学习氛围,增强老年人数字化能力;加强电信网络诈骗宣传教育,提高老年人反诈骗意识;积极开发适老化产品与服务,提升老年人社会生活的融入度;大力建设服务型政府,健全老年人数字化服务体系等措施破解老年人“数字鸿沟”问题。

The high-quality development of public services is an important strategy for us to implement to meet people's aspirations for a better life.The rapid development of digital public services in the information age has led to the increasingly prominent problem of"digital divide"among the elderly to some extent.Taking Haikou City as an example,this paper expounds the current situation of the"digital divide"problem of the elderly and analyzes the causes,and then proposes to create a good learning atmosphere and enhance the digital ability of the elderly.We should strengthen the telecommunication fraud and network fraud publicity to improve the anti-fraud awareness of the elderly,actively develop age-appropriate products and services to enhance the integration of the elderly into social life,and vigorously build a service-oriented government,improve the digital service system for the elderly and other measures to crack the"digital divide"problem of the elderly.
