Global Community of Shared Future and the Rise of Great Powers:Identity,Vision,and Value

党的十八大以来,中国提出了多个处理对外关系和国际事务的新理念和新政策,理解这些理念和政策对读懂中国对自身身份和地位的认知,以及阐明中国高速发展的国际政治内涵有重要意义。本文从身份、视野以及价值等几个维度对人类命运共同体理念进行了分析,并揭示了西方对中国成长的看法存在着误读和偏见。中国提出的人类命运共同体这一理念表明:中国对“和平与发展”这一时代主题的战略判断并未发生根本改变,不但如此,中国还是“世界和平的建设者”“全球发展的贡献者”和“国际秩序的维护者”;同时,中国也看到了全球性问题带来的风险与挑战,因此用全球性的视野提出了解决方案;此外,中国提出的全“人类共同价值”是对西方所谓“普世价值”的批判和超越,中国要打破“国强必霸”的逻辑,实现和平发展,实现和其他国家共商共建共享的大国承诺。

Since the 18th National Congress of the Communist Party of China,the government has proposed a number of new concepts and policies for handling foreign relations and international affairs.Understanding these concepts and policies is of great significance for the understanding of China s perception of its own identity and status,as well as appreciating the international political connotations of China s rapid development.This paper analyzes the concept of a global community of shared future from several dimensions,such as identity,vision,and value,and shows that the Western view on China s rise is misreading and prejudiced.The concept of a global community of shared future proposed by China indicates that China s strategic judgment on the theme of“peace and development”has not fundamentally changed.Moreover,China has positioned itself as a“builder of world peace”,a“contributor to global development”and a“defender of the international order”.At the same time,China has also seen the risks and challenges posed by global issues,and therefore,proposes solutions from a global perspective.In addition,China s proposal of“common values for all mankind”is a response and transcendence of the so-called“universal values”in the West.China needs to break the logic that“a strong nation is bound to seek hegemony”,achieve peaceful development,and fulfill its commitment to pursue shared benefits through consultation and cooperation with other countries.
