煤化工企业技改项目施工安全管理剖析

Analysis on Construction Safety Management of Technical Modification Projects in Coal Chemical Enterprises

在中国严控“两高”项目盲目发展的大背景下,通过技改的方式进行节能降耗、提升能源利用效率、提高生态环境保护水平已成为大型煤化工企业提高核心竞争力的必然趋势。技改项目的实施条件复杂、危险源多、安全风险高、施工管理难度大,其安全管理成为企业安全管理的重中之重。文章结合某大型煤化工企业甲醇装置技改项目的总承包管理经验,阐述了煤化工企业技改项目的特点及实施难点、现场施工安全管理措施及对策,并对技改类项目的现场施工安全管理进行简要剖析。

Under the background China strictly controls the blind development of“high energy consumption,high emissions”projects,it has become an inevitable trend for large coal chemical enterprises to improve their core competitiveness to save energy and reduce consumption,improve energy utilization efficiency,improve ecological environmental protection level by means of technological transformation.The implementation conditions of technical transformation projects are complex,with many hazard sources,high safety risks and difficulty in construction management,so its safety management has become the top priority of enterprise safety management.Based on the general contract management experience of the technical renovation project of methanol plant in a large coal chemical enterprise,this paper expounds the characteristics and implementation difficulties of the technical modification project in coal chemical enterprise,as well as the measures and countermeasures of on-site construction safety management,and makes a brief analysis of the on-site construction safety management of technical modification projects.
