2019—2022年工贸企业危险化学品使用事故分析及防范措施

Analysis and Prevention Measures of Hazardous Chemical Usage Accidents in Industrial and Trade Enterprises from 2019 to 2022

为规范工贸企业危险化学品使用安全管理工作,防范危险化学品事故风险,基于化学品事故信息网公布数据,从事故年份、地区、月份、时段、类型及原因对2019—2022年我国工贸企业危险化学品使用事故进行统计分析。结果表明,在统计时间内,事故数量先下降后上升;浙江、广东、江西、江苏是事故高发区域;事故常集中在4月和9月,多发生于8:00—10:00和16:00—18:00;事故类型中,爆炸事故占比最高,火灾次之;人的不安全行为和物的不安全状态是导致事故发生的主要原因。依据统计结果,从企业和政府两个层面提出针对性防范措施,提升工贸企业危险化学品使用安全管理水平。

In order to regulate the safety management of hazardous chemicals used in industrial and trade enterprises,and to prevent the risk of accidents involving hazardous chemicals,a statistical analysis was conducted on the accidents involving hazardous chemicals in Chinese industrial and trade enterprises from 2019 to 2022.Based on data published by the Chemical Accident Information Network,the analysis was conducted with respect to the year,region,month,time period,type and cause of the accidents.The results indicate that during the statistical period,the number of accidents initially decreased before increasing.The provinces of Zhejiang,Guangdong,Jiangxi and Jiangsu were identified as high-risk areas for accidents.Accidents were most commonly concentrated in April and September,and frequently occurred between the hours of 8-10 am and 4-6 pm.Explosions were identified as the most common type of accident,followed by fires.Unsafe human behavior and unsafe conditions of materials were identified as the main causes of accidents.Based on the statistical findings,targeted prevention measures were proposed for both enterprises and the government,with the aim of improving the safety management level of hazardous chemicals in industrial and trade enterprises.
