摘要
通过山东省沿黄九市的总就业人数、R&D人员数量及经费、高校数量以及人才聚集度的数据分析,来揭示山东省沿黄九市的人才聚集现状。并结合人才聚集推动沿黄九市高质量发展的重要性,发现山东省沿黄九市存在高等教育发展质量不高、人才结构不合理和人才聚集政策雷同的问题。因此,提出沿黄九市应加快济南高校人才培养,发挥引领作用;加快培育人才、集聚青年人才和因地制宜完善人才政策的路径设计,并从“引、育、用、留、服”方面提出优化引才环境,完善人才激励政策;加强企业引才活力,鼓励企业加大研发投入;多途径培育人才,引领九市高质量发展;优化人才环境,确保留住人才的政策机制来推动山东省沿黄九市的高质量发展。
Through the data analysis of the total number of employment,the number of R&D personnel and expenditure,the number of universities and the degree of talent concentration in nine cities along the Yellow River in Shandong Province,the current situation of talent concentration in nine cities along the Yellow River in Shandong Province is revealed.Combined with the importance of talent gathering to promote the high-quality development of the nine cities along the Yellow River in Shandong Province,it is found that there are some problems such as low quality of higher education development,problems in talent structure and the same policy of talent gathering in nine cities along the Yellow River in Shandong Province.Based on the problems,it is suggested that they should speed up the talent training of Jinan universities and play a leading role.Accelerate the cultivation of talents,gather young talents and improve the path design of talent policy according to local conditions.From the aspects of“introduction,education,use,retention and service”,it is proposed to optimize the environment of talent introduction and perfect the talent incentive policy.Strengthen the vitality of enterprises to attract talents and encourage enterprises to increase investment in research and development;Cultivate talents in multiple ways to lead the high-quality development of the nine cities;Optimize the talent environment and ensure the policy mechanism to retain talents to promote the high-quality development of the nine cities along the Yellow River in Shandong Province.
