高等教育数字化转型的数据伦理风险与治理路径——基于高质量发展的视角

摘要 高等教育数字化转型受困于制度模糊、技术歧视、资源不均衡和素养滞后等严峻现实问题。数据伦理风险作为问题内核在结构上成为制约中国式教育现代化的重要瓶颈,其表现为技术偏见、社会分化和制度缺位等,从不同维度限制着我国高等教育的公平性、安全性和高质量发展。国际社会为应对数据伦理风险在法律法规与政策制定、数据伦理治理机制和教师专业发展等方面进行了探索并取得值得借鉴的经验。我国应健全教育数据制度体制机制,明确教育数据管理规范;加强数据安全技术支撑,防范数据应用风险;提高数据伦理意识水平,确保教育数据使用合规;推进数据共享和协同创新,优化信息交流和资源整合,从而进一步基于高质量发展视角促进高等教育数字化转型。 The digital transformation of higher education is trapped in serious practical problems such as strategic ambiguity,technical discrimination,unbalanced resources and lagging literacy.As the core of the problem,data ethics risk has become an important bottleneck restricting the modernization of Chinese education in structure,which is manifested in technical prejudice,social differentiation and lack of system,which restricts the fairness,security and high-quality development of higher education in China from different dimensions.In order to deal with the risk of data ethics,the international community has explored laws,regulations and policies,data ethics governance mechanism and teachers'professional development,and gained valuable experience.China should improve the system and mechanism of educational data system and clarify the management norms of educational data,strengthen the technical support of data security to prevent data application risks,improve the level of data ethics awareness and ensure compliance in the use of educational data,promote data sharing and collaborative innovation,optimize information exchange and resource integration,so as to further promote the digital transformation of higher education based on the perspective of high-quality development.
