摘要
在气候变化、社会经济发展和能源低碳化等多重因素的共同影响下,四川省电力系统呈现电源中心和负荷中心多极分化的发展趋势,供需平衡矛盾凸显,且如今新型电力系统的特点也使可再生能源占比很高的四川省电力系统面临更大的挑战。针对四川省电力系统存在的问题,指出四川省加快建设抽水蓄能和天然气发电站的必要性,论述抽水蓄能电站的大规模储能作用和天然气发电站的大容量调峰作用在发挥四川省资源优势以及化解电力系统供需失衡、运行失稳、清洁能源消纳能力不足等问题方面的重要性,基于四川省抽水蓄能和天然气发电的发展情况,对抽水蓄能和天然气发电项目的快速有序推进与发展提出建议。
Under the joint influence of multiple factors such as climate change,socio-economic development,and energy decarbonization,the power system in Sichuan Province has shown a trend of multipolar differentiation between power centers and load centers,highlighting the contradiction between supply and demand balance.Moreover,the characteristics of the new power system also pose greater challenges to the power system in Sichuan Province,which has a high proportion of renewable energy sources.In response to the problems existing in the power system of Sichuan Province,it is pointed out that it is necessary to accelerate the construction of pumped storage and natural gas power stations in Sichuan Province.The importance of the large-scale energy storage function of pumped storage power stations and the high-capacity peak shaving function of natural gas power stations in leveraging Sichuan's resource advantages,resolving the imbalance between supply and demand,unstable operation,and insufficient clean energy consumption capacity of the power system is discussed,Based on the development of pumped storage and natural gas power generation in Sichuan Province,suggestions are proposed for the rapid and orderly promotion and development of pumped storage and natural gas power generation projects.
