The application of cutting-edge technologies such as big data,cloud computing,blockchain and artificial intelligence has promoted the innovation of grass-root governance means,models and concepts,which to a certain extent conforms to the current complex reality of grass-root governance and has become the only way to promote the modernization of governance systems and governance capabilities.However,there are still effective dilemmas such as"technology first"cognition,technology formalism and technology failure in the current grassroots intellectual governance.The perspective of"technology-system"interaction provides space for the improvement and development of grass-root intellectual governance.Through specific adaptation paths such as technology embedding,system empowerment,technology driving,and system guarantee,the technical advantages in grass-root intellectual governance are transformed into governance advantages,and the level of grass-root intellectual governance is improved.
