摘要
以1993年实施的《国家公务员暂行条例》和2006年实施的《中华人民共和国公务员法》以及2012年党的十八大召开为重要标志,当代中国公务员制度的发展历程可划分为“研究论证和试点探索(1980—1992年)、确立实施和稳妥推行(1993—2005年)、规范发展和逐步完备(2006—2011年)、深化改革和优化完善(2012年至今)”四个主要阶段。文章依时序回顾梳理当代中国公务员制度的发展沿革和主要内容,总结提炼制度的中国特色及其核心特质。未来中国公务员制度建设,需进一步提升制度绩效,完善管理体制,彰显制度优势,建设高素质专业化的公务员队伍,适应新时代中国干部人事制度发展的新形势,为扎实推进中国式现代化提供坚实的干部队伍保障。
Taking the Provisional Regulations on National Civil Servants implemented in 1993,the Civil Servant Law of the People's Republic of China implemented in 2006,and the convening of the 18th National Congress of the Communist Party of China in 2012 as landmark events,the development process of the contemporary Chinese civil servant system can be divided into four main stages,including research,demonstration and pilot exploration(1980-1992),establishment,implementation and steady implementation(1993-2005),standardized development and gradual completion(2006-2011),and deepening reform,optimization and improvement(2012 to present).Reviewing the evolution of the system and the policy development of the civil servant system in diff erent periods in chronological order reflects the Chinese characteristics and core trait of contemporary Chinese civil servant system.In the future construction of China's civil servant system,it is necessary to further improve the institutional performance,improve the management system,demonstrate the institutional advantages,build a high-quality and professional civil servant team,and adapt to the new situation of the development of China's cadre personnel system in the new era.
