新疆伊犁州煤矿安全生产共性问题及对策研究

Research on the common safety production problems of coal mines and their countermeasures in Xinjiang Ili Prefecture

采用现场调研、资料查询的方法,对新疆伊犁州所辖21座煤矿企业存在的472条一般隐患、29条重大隐患进行了梳理和归纳研究。按照问题类型,剖析了煤矿企业在安全发展理念、安全管理能力、重大灾害风险防治、安全培训、应援救援等5个方面的共性问题。在分析安全隐患存在原因的基础上,提出树牢安全发展理念、落实安全生产主体责任、推动重大安全风险管控、加强安全教育培训、增强应急救援能力建设等5个方面的建议措施。认为,煤矿企业要重视安全生产的极端重要性,进一步落实企业主体责任、狠抓重大灾害治理、推动治本攻坚工作,有效防止事故发生,保障矿工生命财产安全。

By the methods of field investigation and data inquiry,472 general hidden dangers and 29 major hidden dangers existed in 21 coal mine enterprises under the jurisdiction of Xinjiang Ili Prefecture were sorted out and summarized.The common safety problems of coal mine enterprises were analyzed from five aspects including the concept of safety development,ability of safety management,major disaster risk prevention and control,safety training,emergency rescue.On the basis of the causes analysis of safety hazards,suggestions and measures were put forward in five aspects:establishing a solid concept of safety development,implementing the major responsibility of safety production,promoting major safety risks management and control,strengthening safety education and training,and enhancing emergency rescue capacity.It was believed that coal mine enterprises should attach great importance to the safety production,further implement the major responsibility of enterprises,strengthen the major disasters management,promote the fundamental work,so as to effectively prevent accidents and ensure the safety of miners'lives and property.
